The Volunteer Regiments were raised during the threat from Revolutionary France, not just from its army but also its radical ideas.
The plan was published in ''The British military library, or, Journal: comprehending a complete body of military knowledge, and consisting of original communications, with selections from the most approved and respectable foreign military publications''.
